“扶真贫、真扶贫”

“扶真贫”,指脱贫攻坚要保证将真正贫困的人口纳入到扶贫对象之中,并且扶贫对象中不存在非贫困人口,同时也要保证真正贫困的农村人口全部被纳入到贫困人口建档立卡之中,不存在部分甚至是极少数的贫困人口被排斥于扶贫对象框定之外的情况。

“真扶贫”,指对“精准帮扶”进行考核评估,监督政府、社会等各类扶贫资源是否较为顺畅且完整地传递给扶贫对象,保证扶贫措施与贫困识别结果实现有效衔接,扶贫资金使用安排能够很好地满足不同类型贫困农户的脱贫致富需求,扶贫资金使用达到较高效益水平。对此,，扶贫工作必须务实,脱贫过程必须扎实,扶真贫、真扶贫,脱贫结果必须真实,让脱贫成效真正获得群众认可、经得起实践和历史检验,决不搞花拳绣腿,决不摆花架子。
