中国官员帮助陈光诚办理出国手续
Beijing helps Chen prepare to leave
The Chinese government has begun to help Chen Guangcheng, the blind legal activist, prepare for leaving the country under a deal agreed with the US but the move is likely to take some time, Mr Chen told the Financial Times yesterday.
失明的法律维权人士陈光诚昨日告诉英国《金融时报》,中国政府按照与美国约定的协议,已开始帮助他准备出国,但这个过程可能需要一段时间。
The remarks offer confirmation that Beijing is taking concrete steps to follow up on a statement made last Friday that Mr Chen could apply to study abroad like any other citizen. Mr Chen said the central government had sent Guo Shucong, a senior official from the state bureau for letters and calls, the office dealing with petitions, to help him with the formalities.
这番话证实,北京方面正采取具体步骤,落实上周五的相关声明,即陈光诚可以像其他中国公民一样,申请出国留学。陈光诚表示,中央政府已派遣国家信访局高级官员郭书聪(音)帮助他办理相关手续。
New York University has said it is ready to issue a formal invitation to Mr Chen to travel there as a visiting scholar as the basis on which the US could issue him a visa. But the Chinese authorities need to give him a passport first.
纽约大学(NYU)已表示,已准备好向陈光诚发出正式的访问学者邀请函,作为陈光诚申请美国签证的依据。但中国官方首先需要向陈光诚签发护照。
Jerome Cohen, the veteran Chinese law professor at NYU who was involved in discussing solutions with Mr Chen after he fled to the US embassy last week, said he expected Mr Chen to stay in China for another few weeks, given Beijing’s slow pace in implementing this agreement.
纽约大学教授、老资格的中国法律老师孔杰荣(Jerome Cohen)在陈光诚上周进入美国使馆后,曾参与同他讨论解决方案。孔杰荣表示,从北京方面落实这项协议的缓慢节奏看,他预期陈光诚还将在中国再呆几周。
“It would be too early to say it’s going to go very quickly,” Mr Chen said. But he added that the government representatives had assured him the deal was on. “They just said that the attitude of the central government is very clear, that they will do it for me.”
“现在要说一切将进行得很快还太早,”陈光诚表示。但他补充说,不止一位政府代表已向他保证,中国将履行协议。“他们只说,中央政府的态度很明确,他们将为我办妥这件事。”
Mr Chen said he had also discussed with Mr Guo a demand that Beijing stop the local authorities in Shandong, his home province, from persisting with the abuse he and his family had suffered under house arrest since he returned home from jail in 2010.
陈光诚表示,他还与郭姓官员讨论了一个要求,即中央政府应制止他的家乡山东省的地方政府继续实施他和他的家人在他2010年获释回家后遭到的那种软禁和虐待。
The activist pleaded for attention to the fate of his other relatives and friends, some of whom have come under pressure for helping him or being close to him. Chen Kegui, his nephew, has been detained after a fight in which Mr Chen said he defended himself against local officials.

Human rights advocates have warned that local authorities are still likely to attempt revenge against those who helped Mr Chen.
