今年是中国-东盟友好交流年，也是中国-东盟建立对话关系20周年。这次峰会以“深化区域合作，实现共同繁荣”为主题，很有意义。我代表中国政府，对会议的召开表示热烈祝贺，对各位嘉宾的莅临表示诚挚欢迎。
This year is the China-ASEAN Friendship and Exchange Year and the 20th anniversary of China-ASEAN dialogue relations. It is therefore highly relevant for the summit to take "deepen regional cooperation for common prosperity" as its theme. On behalf of the Chinese government, I wish to extend warm congratulations on the opening of the summit and sincere welcome to all the distinguished guests present.
中国与东盟国家或山水相连，或隔海相望。自古以来，我们的祖先就共同生息、繁衍在亚洲这片热土上。“远亲不如近邻”。地缘这根纽带把我们紧密联系在一起，无论在中国，还是在东盟国家，随处都可以看到双方文化交流、影响、融合的印记，至今传诵着郑和下西洋、文莱渤泥王来华、万隆会议这样脍炙人口的历史佳话。中国和东盟各国人民之间的传统友谊源远流长、历久弥新。
China and ASEAN countries are linked by the same mountains and rivers or face each other across the sea. Our forefathers have, since ancient times, lived and multiplied in Asia, the homeland for us all. As the Chinese saying goes, "It's better to have a neighbor close by than a relative far away." Geographic proximity has brought us close to each other. One can easily find vestiges of interaction and integration of our cultures whether in China or ASEAN countries. Stories of Admiral Zheng He's many voyages to the Western Seas, travel to China by Boni King of Brunei, and the Bandung Conference have been told from generation to generation. Indeed, the traditional friendship between the Chinese people and the people of ASEAN countries has run a long course and is poised to become even stronger.
上世纪八、九十年代以来，随着中国改革开放的深入推进，中国和东盟关系进入一个新的历史时期。我们本着加强沟通、增进互信、密切合作、互利共赢的宗旨，建立了中国-东盟对话关系，开启了双方关系的新篇章。20年来，双方关系经历了从全面对话伙伴、睦邻互信伙伴到战略伙伴的历史性跨越，中国-东盟全方位、宽领域、多层面的合作格局逐步形成。
Since the 1980s and 90s, China-ASEAN relations have entered a new historical period with the deepening of China's reform and opening-up. Firmly committed to closer communication, stronger mutual trust, enhanced cooperation and mutual benefit, we launched China-ASEAN dialogue relations and turned a new chapter in the annals of bilateral relationship. Over the past two decades, our relations have witnessed historic progress from all-round dialogue partners to partners of good-neighborliness and mutual trust, to strategic partners. A framework of all-dimensional, wide-ranging and multi-tiered China-ASEAN cooperation has gradually taken shape.
中国真心诚意地发展同东盟的关系。作为区域外大国，中国第一个加入《东南亚友好合作条约》，第一个同东盟建立战略伙伴关系，第一个与东盟建设自由贸易区，率先承诺签署《东南亚无核武器区条约》议定书，坚定支持东盟在东亚合作中发挥主导作用。
China has every sincerity in advancing its relations with ASEAN. Among big countries outside the region, China is the first to accede to the Treaty of Amity and Cooperation in Southeast Asia, the first to establish strategic partnership with ASEAN, the first to build free trade area with ASEAN, and the first to commit to signing the Protocol to the Treaty on the Southeast Asian Nuclear Weapon-Free Zone. What is more, China firmly supports ASEAN in playing the leading role in East Asian cooperation.
中国致力于深化与东盟双方务实合作。在双方政府和工商界的共同努力下，20年来双边贸易额年均增长20%以上，目前已接近3000亿美元。中国成为东盟第一大贸易伙伴，东盟也成为中国的第三大贸易伙伴。我们创建了中国-东盟博览会、商务与投资峰会等经贸交流平台，设立了中国-东盟合作基金、中国-东盟公共卫生合作基金和中国-东盟投资合作基金，为东盟国家进行了数万人的能力建设培训。中国-东盟经贸合作正处于历史上最活跃、最富有成效的时期。
China is committed to deepening practical cooperation with ASEAN. Thanks to joint efforts of governments and business communities on both sides, our two-way trade has registered an average annual growth rate of more than 20% in the past two decades, reaching nearly US$300 billion a year. China has become the largest trading partner of ASEAN, and ASEAN the third largest trading partner of China. We have launched such business and trade platforms as the China-ASEAN Expo and China-ASEAN Business and Investment Summit, established the China-ASEAN Cooperation Fund, China-ASEAN Public Health Cooperation Fund and China-ASEAN Investment Cooperation Fund. China has provided training programs on capacity building for tens of thousands of people from ASEAN countries. China-ASEAN economic cooperation has never been more dynamic and more fruitful.
中国始终与东盟国家同舟共济。越是在困难和挑战面前，我们越是坚定地站在一起。1997年亚洲金融危机席卷东南亚时，中国坚持人民币不贬值。2008年国际金融危机最严峻的时期，中国出台了一系列应对金融危机的有力措施，促进了中国与东盟国家贸易与投资稳定增长。我们还共同抗击非典、禽流感、甲型H1N1流感等跨境传染病，共同应对历史罕见的印度洋海啸、缅甸风灾等自然灾害。中国-东盟的友好关系经受住了时间和困难的考验。
China has always stood by ASEAN countries rain or shine. The more difficult and challenging the times are, the more resolutely we have stood together. When a financial crisis swept across Southeast Asia in 1997, China refused to depreciate the RMB. At the height of the international financial crisis in 2008, China introduced a series of strong measures against the crisis and worked for steady growth of trade and investment cooperation with ASEAN countries. We have also worked together against such cross-border diseases as SARS, avian flu, and Influenza A H1N1 and such severe natural disasters as the Indian Ocean tsunami, and cyclone in Myanmar. China-ASEAN friendly relations have withstood the test of time and tribulations.
实践证明，中国和东盟既是唇齿相依、患难与共的好邻居，又是平等互利、合作共赢的好伙伴。正如一句中国谚语讲的那样，“邻居好，赛黄金”。我相信，只要我们始终秉持平等互信、求同存异的原则，就能超越政治、经济、宗教、文化等方面差异，排除一切艰难险阻，推动双方合作不断向前发展，实现共同繁荣。
Facts have shown that China and ASEAN are both good neighbors sharing weal and woe and good partners for win-win cooperation based on equality and mutual benefit. As a popular Chinese saying goes, "Having a good neighbor is better than possessing gold". I believe that as long as we act in the spirit of equality, mutual trust and seeking common ground while shelving differences, we will rise above our political, economic, religious, cultural and other differences, overcome the difficulties and obstacles on the road to progress, and move our cooperation forward towards common prosperity.

全球经济格局正在发生深刻变化，亚洲的地位和作用日益重要。中国和东盟都是最具活力的经济体，都处在发展转型的关键时期。要抓住难得的历史机遇，推动经济持续平稳较快发展，就要进一步加强区域经贸合作。中国-东盟国家人口众多，市场空间巨大，经济互补性强，合作前景广阔。这些为我们深化贸易投资合作提供了广泛可能。为了推动双方经贸合作再上水平，我们要重点办好几件大事：
The global economic landscape is undergoing profound changes, and the status and role of Asia is becoming increasingly important. As the most dynamic part of Asia economically, China and ASEAN are both at a critical juncture of transition in development. To seize this rare opportunity for sustained, steady and fairly fast economic development, we need to step up economic cooperation and trade in the region. China and ASEAN, given our huge population, vast market and strong complementarity, stand to gain enormously from our cooperation. I see great possibilities lying ahead in deepening trade and investment cooperation between us. To bring our cooperation to a new high, we need to take the following actions on a priority basis.
第一，共同建设好自贸区。去年1月1日，中国-东盟自贸区全面建成。这是中国和东盟关系史上又一个重要里程碑，标志着双方经贸关系站在一个新的起点。自贸区的建成，不仅直接扩大区域内市场规模，极大地促进双边贸易快速发展，而且有利于促进农业、交通、旅游、投资等各个领域的合作，使中国和东盟经济在更大范围、更高层次上实现优势互补。中国-东盟自贸区是平等互利、合作共赢的典范。自贸区建成第一年，双方贸易额就达到2928亿美元，同比增长37.5%，创历史新高。今年前三季度，双方贸易额进一步增长26.4%，东盟对中国出口增速快于进口增速。这些表明，自贸区启动后，东盟的国际竞争力不是削弱而是增强了，东盟对中国的出口能力不是降低而是提高了。自贸区是中国与东盟国家经过多年努力精心培育的利益共同体，来之不易，需要倍加呵护和珍惜。中方愿意继续扩大东盟国家优势产品的进口，妥善解决自贸区建设中出现的各种问题，把工作做实，把好事办好。我们将在南宁建设中国-东盟商品交易中心，作为双方产品的展示交易平台和商贸物流基地，希望东盟企业利用好这个平台，在中国赢得更大的市场份额。
First, make our Free Trade Area a success. The China-ASEAN Free Trade Area was launched on 1 January last year. It is another milestone in China-ASEAN relationship, and shows that our economic and trade ties now stand at a new starting line. The FTA has not only increased the market scale in the region and given our trade a powerful boost, but also helped enhance our cooperation in agriculture, communications, tourism, investment and other areas, making our economic complementarity a greater advantage in both scope and depth. China-ASEAN FTA is a good example of equality, mutual benefit and win-win cooperation. In its first year, bilateral trade reached a record high of US$292.8 billion, up by 37.5%. In the first three quarters this year, our trade grew by 26.4%, with ASEAN export to China growing faster than its import from China. All this shows the FTA has increased rather than decreased the international competitiveness of ASEAN, and that ASEAN's capacity to export to China has become stronger rather than weaker. We all have a stake in the China-ASEAN FTA, as we have worked so hard over the years to make it a reality and the FTA deserves our extra care. China is ready to continue expanding imports of competitive products from ASEAN countries, find proper solutions to the problems in the development of the FTA, and work for solid results from all our efforts. We will build the China-ASEAN Plaza in Nanning which will serve as an exhibition and marketing platform and logistic base for products from both sides. We hope that ASEAN businesses will take advantage of this and work to gain greater share in the Chinese market.
第二，大力推进互联互通。实现东盟内部以及中国-东盟的互联互通，是深化经贸合作和人员往来的重要基础，将为缩小地区发展差距、提升地区竞争力、加快东亚一体化进程发挥重要作用。双方无论在基础设施硬件建设，还是在规制安排、人员交往等软件建设方面，都有巨大的合作空间。我们将与东盟方面密切合作，加强对中国与东盟有关国家互联互通的投入，为促进本地区商品、资本、信息的自由流通、人员往来和经济社会发展创造更好条件。中方愿意继续利用好中国-东盟投资合作基金、中国-东盟银联体及对东盟国家建立的信贷渠道，支持中国-东盟互联互通合作项目的落实。实现互联互通是一项长期而艰巨的任务，对已经形成规划的项目要抓好落实;对尚未确定的领域和项目要抓紧研究，早日推出实施方案。
Second, work hard to promote connectivity. Connectivity within ASEAN and between China and ASEAN is important groundwork for deepening economic cooperation and people-to-people exchanges. It will play an important role in narrowing development gap within the region, raising regional competitiveness and accelerating the East Asian integration process. There exists vast potential for our cooperation in infrastructure and such "software" development as institution building and personnel exchanges. We will work closely with ASEAN to increase input in connectivity with relevant ASEAN countries so as to create better conditions for free flow of goods, capital and information, personnel exchanges and economic and social development in the region. China is ready to make good use of the China-ASEAN Investment Cooperation Fund, China-ASEAN Inter-Bank Association and line of credit for ASEAN countries to support the China-ASEAN connectivity cooperation projects. To achieve connectivity is a long and arduous task. We should work for sound implementation of the projects where we have already had a plan; and lose no time in looking into the areas and projects yet to be identified and introduce implementation plans at an early date.
第三，扩大双方投资合作。东盟国家来华直接投资累计达673亿美元，中国企业对东盟的投资也呈现快速增长态势，累计已达135亿美元。中国政府一如既往地欢迎东盟各国企业来中国投资兴业，特别是到中西部投资。中方也鼓励本国优秀企业扩大对东盟的投资。中方已经承诺在东盟国家各建一个经贸合作区，通过集群式投资提高双方经贸合作水平。广西中马产业园是双方在中国西部地区合作建设的第一个工业园，具有示范意义，欢迎马方有实力的企业积极参与园区的规划和开发建设。我们也欢迎更多东盟国家企业来中国共建工业园区。
Third, step up bilateral cooperation on investment. Direct investment by ASEAN countries in China has reached US$67.3 billion, while investment by Chinese companies in ASEAN, now totaling US$13.5 billion, displays a trend of rapid growth. The Chinese government will, as always, welcome investment by ASEAN enterprises in China, particularly in its central and western regions. China also encourages its top enterprises to increase investment in ASEAN. China has pledged to establish in each ASEAN member country an economic cooperation zone to raise the level of economic cooperation through cluster investment. The China-Malaysia Industrial Park in Guangxi, the first of such joint efforts in China's western region, serves as a good example. We welcome the capable Malaysian companies to get actively involved in the planning and development of the Park. We also hope to see more ASEAN firms coming to China for the development of similar industrial parks.
第四，深化区域经济合作。推动东亚区域和次区域合作，是中国和东盟共同的历史使命。东盟在实践中形成的区域合作理念和做法，符合东亚地区的实际，是行之有效的、成熟的，应该坚持下去。中方始终是东亚合作的积极参与者和支持者。中方将鼓励企业参与东盟东部增长区、大湄公河、泛北部湾等次区域合作，给予金融、技术、市场等方面的有力支持，推动形成若干经济增长极。中方愿与东盟密切合作，进一步深化现有各项区域财金合作，扩大货币互换规模和参与范围，完善“清迈倡议”多边化危机救助机制，加强区域经济监测能力建设，推进亚洲债券市场发展，逐步建立稳定、成熟的地区资本市场，进一步增强本地区应对国际金融风险的能力。
Fourth, deepen economic cooperation in the region. Greater regional and sub-regional cooperation in East Asia is the common mission for China and ASEAN. The ideas and approaches of regional cooperation developed by ASEAN over the years suit the reality of East Asia. They are well-considered, effective and should be carried forward. China has always been an active participant in and supporter for East Asian cooperation. We will encourage Chinese enterprises to participate in sub-regional cooperation schemes such as BIMP-EAGA, the Greater Mekong Subregion and the Pan-Beibu Bay, and we will provide strong financial, technology and market access support in hope of creating a number of economic growth poles. China is ready to work closely with ASEAN to deepen existing financial and monetary cooperation in the region, increase the scale and scope of currency swaps, improve crisis response mechanisms under the Chiang Mai Initiative Multilateralization, step up capacity building in regional economic monitoring, advance the development of the Asian bond market, gradually put in place a stable and mature regional capital market and enhance the region's ability to resist international financial risks.
第五，拓展人文领域的交流。这是双方人民加深了解、增进友谊的重要方式，是中国-东盟关系可持续发展的重要基础。目前，东盟国家是中国游客的旅游首选地，去年首站前往东盟国家的中国游客超过500万人次。双方留学生和青少年交往也非常活跃，目前超过6000名汉语志愿者在40所孔子学院和课堂里工作，双方互派留学生超过13万人。我们要以办好“中国-东盟友好交流年”为契机，继续加强文化、教育、旅游、青年等领域的交流与合作，努力实现2015年双方人员往来达到1500万人次的目标。
Fifth, expand people-to-people and cultural exchanges. This is an important way to deepen understanding and friendship among peoples and the key foundation for the sustainable development of China-ASEAN relations. ASEAN countries are now top choices of tourism destination for Chinese travelers. More than five million Chinese tourists chose ASEAN countries as their first stop of overseas trips last year. Interactions between young people on both sides, including students, are vibrant. More than 6,000 language volunteers are working in more than 40 Confucius institutes and classrooms in ASEAN countries. China and ASEAN have exchanged over 130,000 students. We should take the China-ASEAN Friendship and Exchange Year as an opportunity to step up exchanges and cooperation in culture, education, tourism, youth affairs and other areas in an effort to achieve the targeted 15 million mutual visits by 2015.
当前国际金融危机依然阴霾重重，世界经济复苏艰难而曲折，不稳定和不确定性上升。一些国家主权债务风险增大，国际金融市场急剧动荡，主要发达国家失业率居高不下，新兴经济体面临通胀压力，世界经济增速出现回落，对亚洲地区已产生明显影响。在这种情况下，中国和东盟国家更需要精诚团结，做好在较长时期内应对挑战的各种准备，以更加务实开放的态度深化区域合作，推动中国与东盟各国经济持续健康平稳发展。
At present, the international financial crisis remains ominous, and world economic recovery is a hard and tortuous course amid growing instability and uncertainty. Sovereign debt risks in some countries are rising. International financial markets are suffering drastic fluctuations and unemployment in major developed countries remains high. Emerging economies are faced with inflationary pressures. World economic growth has shown signs of slowdown, and this has made a visible impact on Asia. Under such circumstances, it is vitally important for China and ASEAN to close ranks, get prepared to meet challenges over a rather long period of time, deepen regional cooperation with a more pragmatic and open attitude and promote sustained, steady and healthy economic development in China and ASEAN countries.
女士们、先生们：
Ladies and Gentlemen,
中国-东盟建立对话关系已有20年了。20年在历史长河中只是一瞬，但是对于一个时代来说，时间并不算短。我真诚地希望中国和东盟的合作能有大的进展，不断取得富有意义的成果，造福中国与东盟国家的人民。这里我愿重申，巩固同东盟面向和平与繁荣的战略伙伴关系，推进互利互惠的全方位合作，是中国政府坚定不移的外交政策。我们将长期奉行“与邻为善、以邻为伴”的方针，永远做东盟的好邻居、好伙伴、好朋友。中国的发展将给东盟带来机遇，东盟的繁荣也符合中国的利益。我们愿同东盟各国一道，以中国-东盟自贸区全面建成为新的起点，拓宽合作领域，充实合作内容，提高合作层次，努力开创中国-东盟互利合作、共同繁荣的美好明天。
Twenty years have passed since the establishment of our dialogue relations. Twenty years is a blink in the long course of history, but not short for a historical period. I sincerely hope that major progress can be made in our dialogue relations and meaningful fruits can be harvested to the benefit of the people of China and ASEAN countries. I wish to reiterate here that cementing the strategic partnership for peace and prosperity and promoting all-dimensional and mutually beneficial cooperation with ASEAN remains the unswerving policy of the Chinese government. We will continue to follow the long-term policy of pursuing good neighborly relations and partnership with our neighbors, and be a good neighbor, good partner and good friend of ASEAN forever. China's development will bring opportunities to ASEAN, while ASEAN's prosperity serves the interests of China. We will work with ASEAN countries to take the launch of China-ASEAN Free Trade Area as a new starting point to expand, enrich and elevate our cooperation in pursuit of a better future of win-win cooperation and common prosperity.
预祝本届商务与投资峰会取得圆满成功!
